In order to boot into safe mode you have to disable fast boot in the bios.
AN example of when you need to do this is when you keep trying to get into Safe Mode by hitting F8 and nothing happens. Enter the bios next time and disable the Fast/Quick Boot and then try again and Safe Mode should work.
